The Belgian real estate sector is undergoing major changes in 2025, varying by region.
Wallonia: Reduction in Registration Fees
Since January 1, 2025, Wallonia has reduced the registration fees from 12.5% to 3% for the purchase of a primary residence.
Conditions:
• The buyer must not own any other residential property.
• If the buyer owns another property, it must be sold within three years to benefit from the reduced rate.
This measure aims to facilitate homeownership, particularly for first-time buyers.
Brussels: Stricter Energy Regulations
The Brussels-Capital Region has introduced several measures to improve the energy performance of buildings:
• Ban on oil-fired boilers: From June 1, 2025, installing new oil-fired boilers will be prohibited in both new and existing buildings.
• Mandatory smoke detectors: Since January 1, 2025, all residential properties in Brussels must be equipped with functional smoke detectors.
• Rent control for short-term leases: Landlords can no longer increase the base rent for nine years on leases of three years or less.
These rules aim to reduce carbon emissions, enhance safety, and ensure rent stability.
Flanders: Changes to Registration Fees & Renovation Grants
Flanders has also implemented significant changes in 2025:
• Registration fees: Since January 1, 2025, the rate for purchasing a primary residence has been reduced from 3% to 2%. However, the 1% reduced rate for energy-intensive renovations has been abolished.
• Renovation grants: The Mijn VerbouwPremie grant has been reduced, particularly for lower-income households, decreasing from 50% to 35% of the investment. However, the EPC label grant has been increased up to €7,000, especially when ventilation requirements are met.
Federal Measures: Energy Transition & Taxation
At the federal level, several initiatives have been introduced to support energy transition and adjust real estate taxation:
• Extension of the reduced VAT rate: The 6% VAT rate for demolition and reconstruction projects has been extended to encourage property renovation.
• Abolition of the property tax reduction: From October 1, 2025, the up to 100% reduction in property tax for renovated homes will be eliminated, impacting renovation budgets.
